Bullying and harassment in city public schools are being underreported, according to a report by State Comptroller Thomas P. DiNapoli, which found that a discrepancy between the state and the city Department of Education’s definitions of bullying was contributing to the problem.
DOE employees are required to report material incidents—a verified incident in which a student is subjected to harassment, bullying, or discrimination by another student that caused a hostile school environment—in its Online Occurrence Reporting System.
